Xinjiang cotton supplemented by "area gas" according to area

For 2014, Xinjiang's cotton direct compensation program currently only supplements “by area” and “by area”, and various government departments, agencies, and companies have discussed the advantages and disadvantages of the two schemes from their perspectives for nearly 3 months. Different parties involved in policy formulation have different opinions and it is difficult to unify opinions.

It is understood that the farmers and the government’s agricultural sector tend to subsidize the difference in planting area, while the Autonomous Region Development and Reform Commission, the Ministry of Finance, and cotton companies are more inclined to subsidize seed cotton. Relevant persons of the BINGTUAN cotton and linen industry expressed their recognition that subsidizing on the basis of production would be conducive to scientific farming and intensive management, and that in terms of output statistics, they now tend to be based on the number of public inspections. Now, in accordance with the requirements of the reform of the cotton business system, we must also introduce a professional warehousing and re-inspection. Recently, relevant departments indicated that the 2014 Xinjiang direct supplement program will be introduced at the earliest by the end of June. From the point of view of being executable, simple and quick, and protecting the interests of farmers, the author believes that supplementing by area is more reasonable, easier to count, and can be implemented quickly.

First, it is beneficial to protect low-yielding or heavily-hit farmers in the cotton area from resuming production and safeguarding income. From May to May 2014, Xinjiang was generally hit by low temperatures, strong winds, sand and dust storms, especially in northern Xinjiang's Bole, Shawan, Tacheng, and surrounding areas of Shihezi, and on the banks of the Kareem Tarim River in southern Xinjiang and parts of Aksu's cotton area. Although replanting and rebroadcasting were conducted in a timely manner, due to the long duration of low temperature and the variety is mostly “Xinluzhong” medium-maturing varieties, it may have a certain impact on the cotton production in 2014, and the farmers’ investment is relatively large. The replanting cost per acre is at least The increase of 150 yuan/mu will directly affect the enthusiasm of farmers for planting cotton in 2015; plus a certain number of low-yielding saline-alkali lands in northern Xinjiang and southern Xinjiang, which are only suitable for cotton planting, and the input of farmers will increase. Not low, so direct compensation by area is conducive to the edge or low yield, arable land planting cotton;

Second, there is no need for cotton processing companies to participate in and independent storage, public inspection and other links, to avoid the possibility of false, false or direct compensation. If the subsidy is produced in accordance with the production volume, it will inevitably require the ginning enterprises to participate in the inspection. Although the inspection and issuance can be carried out according to the purchase invoices, the number of public inspections, and the lint sales bills of the ginning factories, as long as there is room for fraud, the cotton enterprises and the farmers are likely to join together. The number of acquisitions (by artificially lowering the seed coat points or increasing the loss of ginning, etc.) will be used to defraud direct subsidies, and will no longer be collected in 2014. Some 200 plants in southern Xinjiang and northern Xinjiang will still participate in the acquisition and processing of seed cotton. Although it is conducive to transportation, it cannot provide farmers with subsidies in accordance with the acquisition volume. Reduce as much as possible the direct participation and participation links, and reduce the excessive intervention of the relevant departments in order to make full and effective payment of direct supplements.

Third, relative to the statistics of seed cotton production, the planting area should be easy, simple, and accurate. At present, all areas in Xinjiang, cotton producing counties, and rural agriculture departments have relatively accurate cotton acreage statistics. Some of the errors are mainly lands newly reclaimed or converted to other forests in recent years. In addition, due to measurement and statistical inconsistency, there are widespread “large-area, small-acre” conditions in southern Xinjiang. However, with the relevant departments of the Autonomous Region in recent days convening a video conference on cotton planting areas, agricultural departments in Aksu, Korla, Kashgar and other cotton regions. The statistical work on cotton acreage has been carried out one after another. It is believed that the errors in estimation and actual statistics will continue to narrow, and it will also help to clarify the actual planting situation of all crops including cotton in Xinjiang, laying the foundation for the next step of agricultural regulation and control.

Fourth, directly subsidizing by area will help ease the production error caused by the cross-city and inter-regional flow of seed cotton, as well as imbalances in direct subsidies in all regions of Xinjiang, and reduce the risk that farmers may not get or cannot get enough subsidies. As we all know, during the acquisition of Kashi, Kashi, Korla, and Hotan in southern Xinjiang, the flow of seed cotton is large, and the acquisition of cotton brokers and ginning companies across regions is very common. If the reference price is the market price of lint from September to December, then Farmers get direct supplements at least until 2-3 months or even longer, even if the ginners advance the direct supplements will have to after January; cotton brokers and farmers how to settle the key is the risk of farmers; It is understood that in 2013, Aksu Laboratories accumulatively collected 3.158 million bales and 722,000 tons of cotton, and the amount of public inspections decreased by 15,000 tons compared with 2012 cotton, a decrease of 2%. Akzo’s cotton public inspections have been ranked first in the country for three consecutive years. However, according to statistics and calculations, Aksu's local cotton production is only 450,000-500,000 tons. Seed cotton flows from other regions of Bachu and Kashgar and also flows from the Korla North 4 counties. In 2013, there was a small amount of seed cotton from northern Xinjiang. According to the amount of compensation, the flowability of seed cotton may be greatly weakened, and the income of farmers will not rise but fall.
