On June 10, a reporter of Xinjiang Metropolitan Daily learned from the People’s Government of the People’s Autonomous Region that the “Opinions on Accelerating the Development of the Xinjiang Garment Industry” (hereinafter referred to as “Opinions”) issued in the near future will usher in the spring of clothing industry in our district.

The Opinions set out two goals: By 2015, the garment processing industry in the autonomous region will realize sales revenue of more than 10 billion yuan; by 2020, the garment processing industry in the autonomous region will achieve sales revenue of more than 30 billion yuan. In order to ensure the realization of the goals, the "Opinions" put forward a total of 22 policy measures concerning the four aspects of investment development, capital, and talent, which provide a rare opportunity for the development of the garment industry in our district.

In view of the "soft ribs" and "short boards" existing in the garment industry in our district, "Opinions" have created a "good recipe." For example, for some garment companies in our district, due to lack of funds, companies cannot update their equipment and expand their scale. The "Opinions" pointed out that: for the new garment production project with a total investment of over 30 million yuan in our district, or a technical transformation project for industrial and commercial enterprises registered in our district with an investment of more than 10 million yuan, the project will be completed and put into production, after being audited, The Ministry of Finance of the Autonomous Region grants a subsidy of 10% of its investment in production or process equipment (including self-made equipment), with a maximum limit of 10 million yuan.

In view of the current status of labor shortage in large enterprises, and the difficult status of front-line workers, the "Opinions" pointed out that: If a garment enterprise recruits graduates from colleges and technical secondary schools and signs a labor contract of more than one year and pays social insurance premiums according to regulations, the basic payment for enterprises shall be paid. Old-age, basic medical and unemployment insurance premiums are granted for a maximum of 3 years of social insurance subsidies; full subsidy is paid to the social insurance premiums paid by individual graduates of colleges and universities, and the subsidy period is consistent with the actual performance deadline of the labor contract, and the maximum is not more than 3 years. The enterprise absorbs the employment of persons with difficulties in employment and grants social insurance subsidies of up to three years to three social insurance premiums paid by the enterprise: basic pension, basic medical care, and unemployment insurance. New recruits in enterprises use Xinjiang's laborers for employment, and give 50% of social insurance subsidies for up to 3 years to the basic pension insurance premiums paid by enterprises.

There are also a series of measures for tax incentives. For example, for apparel enterprises in the Autonomous Region, since 2011, they have been exempted from the local share of the five-year corporate income tax and exempted from the five-year real estate tax and the urban land use tax for own-use land.
